Japan Funds Clearance Operations in Champasak and Salavan








VIENTIANE, 11 November 2014 - The goverment of Japan provided grant assistance worth 705,242 US dollars to the Lao National Unexploded Ordnance Programme (UXO Lao) for UXO clearance operations in Champasak and Salavan provinces.

On 11 November 2014, a grant contract was signed at the UXO Lao office in Vientiane between H.E. Mr. Hiroyuki KISHINO, ambassador of Japan to the Lao PDR and Mr. Thiphasone Soukhathammavong, National Programme Director of UXO Lao, H.E. Mr. Phoukhieo Chanthasomboun, Director of the National Regulatory Authority for UXO/Mine Action Sector in Lao PDR and other officials withnessd the signing.

The Lao PDR is one of the most UXO-contaminated country in the world. This nagative legacy has seriously hindered the socio-economic development of the country, particularly in agriculture and infrastructure development.

Japan has been fully aware of the importance of UXO issues and attached importance to this field in this ODA policy towards the Lao PDR. For this, Japan has extended 3.35 billion JPY (38.3 million USD) in grants to this country since 1998 with particular emphasis on UXO-clearance operations through funding, providing nesessary equipment such as detectors, technical assistance and capacity-building. In addition, Japan has supported UXO-related risk education and the medical treatment of victims of UXO.

In such a situation, this project aims to support UXO-clearance operations by UXO Lao in Champasak and Salavan provinces through the provision of funding. These operations will be conducted in parallel with other similar projects supported by other development partners.

Red Cross supports UXO project first aid training
Around 20 staffs from unexploded ordnance clearance project UXO Lao attended a Trauma Medic and First Aid Instructor Course that ran from May 19 to June 13 at the UXO Lao Training Center in Vientiane’s Naxaithong district.
The four-week training course received funding from the International Committee of the Red Cross (ICRC).
UXO remains an enormous obstacle to Laos in social-economic development, poverty reduction and the nation achieving its Millennium Development Goals.
Despite the number of UXO casualties having decrease in recent years, from an  average of around 300 per year to 41 in the past year, the contaminated bombs still continue to threaten residents, especially farmers with their larger rural holdings being higher risk areas for the bombs.
“The ICRC support for the training not only contributed to building knowledge and skills for the UXO Lao field medical staff, but also contributed to UXO clearance activities which will lead to reduction of UXO impact in the country”
UXO Lao Director Mr. Thiphasone Soukhathammavong said. ICRC Regional Delegation Deputy Head Mr. Fred Grimm presented course certificates to training attendees at the closing ceremony held on Friday.
ICRC also provided medical equipments worth US$20,000 to UXO Lao in 2010.
Lao Red Cross Vice President Assoc Prof. Singme Norath and Head of the ICRC Vientiane Project Mr. Patrick Somxaysana Vilayleck also attended the ceremony.
